The Statewide Drainage Management Program/San Joaquin Valley Drainage Implementation Program is a function of the Office of Water Use Efficiency within the Department of Water Resources. SJVDIP is an interagency program established in 1991 by a Memorandum of Understanding signed among four California State and four federal agencies. The MOU created a partnership among agencies to help implement recommendations of the San Joaquin Valley Drainage Program published as the Rainbow Report in 1990. The 1990 report recommended a number of in-valley options to manage agricultural drainage and drainage-related problems. The 1990 report was updated recently by the interagency program in a SJVDIP Final Report in 2000. The SJVDIP then developed a new Drainage Management Strategy in 2000 to implement the updated recommendations.
The SJVDIP is under the direction of an interagency Management Group, currently chaired by DWR Deputy Director Jonas Minton. The Management Group is assisted by a Program Coordinator and a Budget and Program Committee as well as an informal drainage advisory committee. SJVDIP Coordinator also coordinates Proposition 204 Drainage Reuse Program, which provides funding for eligible drainage reuse projects.
SJVDIP's role was recently expanded to cooperate with another State and federal program, CALFED. The expanded SJVDIP is known as Statewide Drainage Management Program/ SJVDIP. The CALFED Record of Decision made reference to implementation of the 1990 Rainbow Report recommendations to improve water quality for both drinking water quality and ecosystem restoration goals. The CALFED Drinking Water Quality Program Memorandum of Understanding assigns drainage management actions to the SDMP/SJVDIP. Recently employees were hired to SDMP/SJVDIP to accomplish the additional duties. SDMP/SJVDIP also has Ecosystem Improvement Grant funding for ecosystem restoration-related drainage projects.
