Draft Award Recommendations for the Prop 50 2008 Urban Drought Assistance Grant Program

Pursuant to the Governor's Executive Order declaring drought conditions in the State, The Department of Water Resources issued a Proposal Solicitation Package (PSP) for Urban Drought Assistance Grant Program on June 30, 2008. The PSP was for $12 million, which included $2 million dedicated to Disadvantaged Communities (DC).

DWR received 283 proposals requesting $74,345,915 by the deadline of July 21, 2008.

There were 201 proposals from Non-Disadvantaged Communities requesting $56,955,150 and 82 proposals from Disadvantaged Communities requesting $17,390,765.

Due to the large number of eligible projects, need, and importance of implementation of these projects under current water shortages and drought conditions, DWR decided to increase the $12 million to $17 million to fund more eligible projects. The $5 million was equally divided between DC and Non-DC projects. The additional $5 million will be drawn from the same source of funds, Prop. 50 water use efficiency grant funding.

DWR staff reviewed and screened all submitted projects for eligibility of applicants and project. All DC proposals were also checked for verification of DC status. Non-DC applications are ranked, in accordance with PSP criteria, on a descending order by percentage of applicants cost share to the project. The DC proposals are ranked in an ascending order of Median Household Income (MHI). A weighted average MHI, was used for proposals that had several DC in their proposals. Tables 1 and 2 (see below) are Draft lists of projects recommended for funding.

DWR is requesting Public Comments on its Draft Award Recommendations. Comments must be received by DWR no latter than 5 PM on Friday August 22, 2008.

2008 Water Use Efficiency Grant Program - New Cycle

Due to the release of the Drought Assistance Grant Program, the regular 2008 Water Use Efficiency Grant Program (described in the links below) will be modified and will be announced in the Summer of 2008. Watch this site for details.

The release of the Revised Draft PSP initiates the 2008 Proposition 50 Water Use Efficiency (WUE) Grant Cycle for the Agricultural and Urban Water Use Efficiency Program. 2007 WUE Proposal Solicitation Package - Final Funding Tables

The key function of the Financial Assistance Program is to provide financial assistance in the form of grants and loans to implement cost effective water use efficiency measures.

The Financial Assistance Program works collaboratively with other units of the Department of Water Resources, the U. S. Bureau of Reclamation and CALFED agencies to develop proposal solicitation packages for the grant and loan programs and to conduct the review and selection processes.

The following pdf files will be part of the Department of Water Resources' (DWR) 2007 Water Use Efficiency (WUE) Proposition 50 grant contract package. These files are for your information only. DWR staff is in the process of developing a Scope-of-Work (Exhibit B) for all 2007 grant fund recipients. Following the completion of Exhibit B, DWR will send you the entire contract package for approval and signature by your organization. DWR anticipates that all contracts will be completed by the end of December, 2007.
